Solutions & Innovations

Our environmental planning team covers all the specialties and skill sets necessary to prepare comprehensive environmental planning documents including technical modeling (noise, airspace, BASH, air emissions, land use, socioeconomics, scenario analysis, etc.). We have received exceptional CPAR ratings on our ability to maintain rigorous schedules for NEPA deliverables, as well as for delivering high quality reports and cost control. We have experience streamlining NEPA documents and writing guidance on this subject. We focus on those resources that are most affected utilizing screening tools; use concise tables and inviting graphics to make information more accessible; and maximize use of appendices for background information, which greatly reduces bulk in the body of the document and review times. We have worked with DOD and other federal customers to develop and recommend NEPA policies, update NEPA guidance, streamline NEPA compliance, and integrate methods to address climate change and other topics. For example, Marstel-Day prepared NEPA guidance for the Office of the Deputy Assistant Secretary of Defense (Environment, Safety, and Occupational Health) on integrating climate change and ecosystem services into DOD NEPA documents.
Marstel-Day staff have prepared hundreds of NEPA documents (EIS/EAs) and supporting studies for all DOD services on about 200 military installations nationwide.
Air Force - we routinely apply Air Force NEPA implementing regulations 32 CFR 989 - Environmental Impact Assessment Process (EIAP) and other Air Force instructions and guidance in preparation of over 50 NEPA documents (EIS/PEIS, ROD, EA/PEA, FONSI/FONPA) and supporting studies (e.g., noise modeling, airspace studies, FAA consultation, BASH modeling, aircraft emissions analysis) for a wide range of Air Force actions (e.g., airspace reconfiguration, training, beddowns, flight operations, and MILCON). Overall, Marstel-Day has supported NEPA and other environmental planning studies on over 75 Air Force installations worldwide.
Army - our staff have been involved in the revision and update of Army Regulation (AR) 200-2 (Environmental Analysis of Army Actions) 32 CFR Part 651, the Army's implementing regulations for NEPA, as well as key NEPA manuals, streamlining guidance, and programmatic EISs for U.S. Army deployment, training, operations, transformation, BRAC, force restructuring, privatization, and weapon systems fielding and testing. We have prepared over 50 EISs and hundreds of EAs involving over 100 Army installations and Army Guard locations nationwide.
Marine Corps - our staff have supported NEPA guidance development and provided NEPA support for several EIS and EA projects involving land acquisition, airspace reconfiguration, weapons fielding and training, range development, MILCON, and other projects. Marstel-Day has provided environmental planning support for all CONUS/OCONUS Marine Corps installations.
Navy - Marstel-Day staff routinely apply OPNAVINST M5090.1 in preparing NEPA documentation (EIS/ROD, EA/FONSI) and other planning studies for Navy actions including training, testing, land acquisition, shoreline protection, airspace reconfiguration, and installation construction projects working with the Navy and NAVFAC at over 25 bases and ranges on the east and west coast, and in the Pacific.

ENVIRONMENTAL COMPLIANCE

Marstel-Day staff have managed hundreds of environmental compliance task orders primarily for DOD, as well as other Federal, state, and private customers, for facilities throughout the United States. Our highly experienced staff has decades of experience preparing plans, performing site investigations and implementing corrective actions in accordance with Federal Regulations under CERCLA, RCRA, and EPCRA. In addition, we have supported multi-media environmental programs pertaining to compliance with RCRA, TSCA, CAA, CWA, and other environmental regulations. Our CERCLA and EPCRA experience including assisting federal, state, local authorities and communities in effectively preparing and responding to chemical accidents and emergencies involving hazardous substances. Our staff have also prepared risk assessments for CERCLA and RCRA sites for protection of human health and the environment. Our RCRA experience involves handling hazardous waste in a safe, efficient, and environmentally sound manner in compliance with RCRA regulations and risk analysis. With respect to CWA compliance, Marstel-Day staff has prepared SWPPP and SPCC plans, permits, NPDES support, TMDL studies, watershed plans, and LID support. For CAA compliance, our scientists have conducted air emissions modeling, General Conformity Determinations, risk assessments, permitting, and SIP conformity reviews.
